Double booking

There was consternation at the University of Lincolnshire and Humberside this week when it looked as if culture secretary Chris Smith would miss a planned tour of its "extensive media and IT suites" and a briefing on "exciting development plans" for the second time in three months.

This time, the problem was fog, which delayed his flight home from England's disappointing performance against Turkey in the European Cup warm ups. His proposed visit in March had to be postponed when he managed to double book it with the budget.
