Tender: Guidance on nuclear medicine installations and imaging

September 21, 2006

Brussels, 20 Sep 2006

The European Commission's Directorate General for Energy and Transport has launched a call for tenders on the criteria for acceptability of radiological and nuclear medicine installations and imaging procedures. This project is in the medical field. As techniques are changing or improving every year, the project is intended to review and upgrade EC guidance on:
1: acceptance criteria for medical installations; and
2: referral criteria for medical exposure.

Lot 1:
The purpose of substudy 1 is to review and upgrade the guidance on criteria for acceptability of radiological (including radiotherapy) and nuclear medicine installations (published in 1997 as Radiation Protection series 91). The guidance will define essential parameters relevant to the assessment of the performance of radiological medical installations, and will set up tolerances within which the quality of medical procedures, including safety of patients and staff, is guaranteed. For the essential parameters to be investigated the guidance will delineate methods relying on non-invasive measurements performed at regular intervals by the operating personnel, using test equipment where necessary. The guidance will benefit the holder of the radiological installations by helping him set up protocols for quality control to demonstrate that the installations are fit for use and indicate the need for remedial action. In addition, it will support bodies responsible for technical surveillance and appropriate authorities in verifying the compliance of installations with regulations on technical safety.

Lot 2:
The purpose of substudy 2 is to review and upgrade the guidance on referral criteria for imaging (last revision published in 2003 as Radiation Protection series 137). The guidance will enable prescribers and practitioners to apply imaging procedures which are justified by weighing the diagnostic benefits against the radiation harms they might cause, taking into account the benefits and risks of available techniques that do not involve medical exposures. The referral guidance will provide clinical management and competent authorities of the Member States with information concerning referral criteria for medical exposures. The referral criteria may be adopted by the Member States, even though it is recognised that further local adaptation may be needed according to varying health care practices and provisions.
